Presentation 1: Using Analytics to Drive to a Strategic PMO at BCBSNC

Abstract:

In our dynamic markets, with increasing consumer expectations for personalized, relevant and timely products and services, it is paramount to market viability to flawlessly activate strategy and optimize the value created through the project portfolio. At Blue Cross and Blue Shield of North Carolina, we have transformed our project-portfolio service offer by focusing on three key initiatives:

  1. Partnering with Strategy and Enterprise planning to align the portfolio to strategic outcomes
  2. Linking portfolio delivery performance and portfolio investment performance to highlight value impact
  3. Leveraging analytics to drive outcome-focused decision making.

Through these three initiatives, we have aligned our portfolio to achieve quantifiable value and strategic outcomes, while also identifying leading indicators for portfolio risk.

Samantha Bureau-Johnson is the VP of Enterprise Business Process Solutions and the Project Management Office at Blue Cross NC. She is accountable for both: a $300M project portfolio which funds the activation of the enterprise strategy and a Business Process Excellence (BPE) Program that drives savings, efficiency and productivity for the enterprise. Since inception in 2008, the BPE Program has contributed more than $100M in savings. Her responsibilities also include Enterprise Business Architecture and annual portfolio planning. She has been with BCBSNC since 1996, and has served in leadership roles in: Network Management, Sales and Marketing, Core Operations and Human Resources.  

She is a champion for the enterprise deployment of Lean Six Sigma and Enterprise Business Architecture. She has a passion for developing emerging talent and serves as an adjunct professor for the Leadership Development curriculum in Blue University.

Samantha is actively involved in her community and an avid supporter of the Girl Scouts, CORA Emergency Food Bank and the Carolina Tiger Rescue. She has dual Masters Degrees (MBA/MHA) and over 30 years of business experience. Through her tenure in Healthcare Insurance she has led core operational teams, Network Management Operations, large project implementations, leadership and change management initiatives, business process redesigns and IT teams. She is also certified in Coaching, Change Leadership, and Business Leadership Development, and is a Six Sigma Greenbelt.

Presentation 2: BCBSNC PMO - a Strategic PMO  

Abstract:

Developing talent is key to any successful business strategy.  At Blue Cross and Blue Shield of North Carolina, we believe empowerment and social capital are more than just buzz words; they enable and promote learning and development.  In addition to formal training, we employ continuous improvement practices and make use of HR partnerships to develop talent and support the activation of our strategy.

Laura Briscoe is a Portfolio Delivery Manager for Blue Cross and Blue Shield of North Carolina. She is an energetic leader, leading teams of Project and Program Managers accountable for the delivery of complex, cross-functional, enterprise-wide projects.

Laura is an avid promoter of employee empowerment, self-development, and life-long learning. She is a certified Project Management Professional, Scrum Master, and Scrum Product Owner and has her Bachelor of Science degree in Project Management. Laura is currently pursuing a Master’s Degree in Leadership.

 

 

 Alexis Boykin, Sr. Portfolio Delivery Manager

Alexis Boykin has unique insights into the various dimensions of strategy delivery gleaned from her experience in leadership roles within IT, Operations, and most recently Blue Cross and Blue Shield of North Carolina’s PMO.

While she derives great satisfaction from successful project delivery and advancing the organization’s strategy, Alexis’s favorite part of the job is developing the talent necessary to achieve these goals.
