This position is responsible for handling accounting and tracking expenses of the Department of Water Management’s Capital Improvement Plan (CIP) projects. CIP projects are multi-year, multi-part construction projects funded by several different funding sources. The position serves as a designated subject matter expert, ensuring that accounting principles are followed as phases of projects are started, completed, or re-organized. In addition, the position will have the vital role of facilitating clear and successful communication across a range of CIP stakeholders including utility engineers, City budget administrators, and construction firms, among others.
Duties/Responsibilities
Capital Improvement Plan (CIP) Implementation and Facilitation
Reviewing and processing CIP contract administration requests, transfers, and adjustments
Making journey-level entry into the City’s various project management, contracting, and budgeting systems
Providing accounting oversight on capital spending
Contributing to the development of the annual CIP ordinance, calculating the funds each major project should receive from the different revenue sources, such as a dedicated CIP account or a bond issuance
Researching and recommending new potential funding sources
Leading collaboration with Water Management staff, City Budget staff, state and federal agencies, vendors, and other internal and external stakeholders
Assisting with data collection, analysis, and reporting related to the City’s Capital Improvement Plan
Financial Analysis
Developing reports on financial metrics for capital improvement projects and monitoring financial performance
Independently evaluating and analyzing issues that arise and making recommendations to address them
Projecting future capital costs and related revenues as part of the annual water and sewer rate-setting process
Collecting data and analyzing project cash flow and other trends
Minimum Qualifications & Experience
Bachelor’s degree or Equivalent in accounting, business or public administration or a directly related field
One year of experience in area of assignment
Expertise in Microsoft Excel
Additional Preferred Skills
Additional analysis tools, like SQL, Access, Power BI, Python, R, etc. will be very helpful, but are not required
